OBJECTIVES
The post holder will be responsible for building a strong EYCS facilities team and upskilling the current operation team, and leading the overall delivery of the facilities service and operational service to a high standard, to ensure we deliver a safe and engaging learning environment to our pupils, and a premium experience to our parents and community, as well as a healthy working environment to our staff members.
The post holder contributes to the strategic planning and development of School services, management of resources, compliance with regulations, under the leadership of the Associate Bursar.
KEY RESPONSIBILITIES
FACILITIES
- Develop and manage facility maintenance, renovation and construction projects, ensure safe completion and proper documentation.
- Lead medium- and long-range capital planning by preparing costed plans, securing approvals, and ensuring execution meets timelines, budgets, and quality standards.
- Lead renovation projects, ensure the quality align with the school's vision to create an environment that fosters learning and growth, and all projects are managed according to the WCEC policy and guidance.
- Manage the delivery and churn works throughout the school year, ensure the requests from academic and non-academic teams are well addressed in a timely manner, and ensure the quality of the deliverables.
- Ensure a comprehensive corrective and preventative maintenance plan is in place for all engineering systems and school facilities, costed and implemented on time, on budget and to the agreed quality.
- Implement a proactive management of facilities and services, delivering excellent standards of premises and grounds, conducive to high quality education and working environment for staff.
- Implement a comprehensive and robust contract management and vendor management, to ensure the quality of delivery and risk management.
- Develop a robust EHS management across all facilities and operations, through policies development, training, and daily practices management.
- Lead the PMC technicians and customer teams, to ensure their timely response to the school requests, and quality delivery of their duties.
OPERATIONS
- Oversee and optimise the contract performance for cleaning, security, catering, uniform, and transportation services, ensuring they meet the operational needs and quality expectations.
- Responsible for delivering the highest levels of customer service to pupils and parents in all operational areas.
- Coordinate resources for logistical support as needed (Government relations, school events, PE, Marketing, etc).
- Review all contract vendor agreements and compliance standards to ensure the provision of high-quality services.
- Ensure appropriate fire-fighting capability is in place at all times and safeguarding processes and procedures are in place for all support and outsourced staff.
EHS
- Ensure the school has strong and clear EHS policies and procedures that meet local regulations, reflect the school’s operational needs, and promote a safe, respectful, and high-quality environment for all.
- Plan and oversee the implementation of EHS measures across the campus, making sure safety standards are built into building projects, daily operations, and events.
- Identify and assess potential risks and hazards on campus, work with relevant teams to address them, and follow up to ensure improvements are made.
- Lead the systematic identification and evaluation of campus risks and hazards, ensuring coordinated action plans are implemented across departments, with continuous monitoring to drive long-term safety enhancements.
- Develop an annual EHS plan based on inspection results and risk assessments, setting priorities for safety improvements and allocating resources accordingly.
- Make sure the school is prepared for emergencies, including fire drills, evacuation procedures, and incident response; review any incidents to find causes and prevent them from happening again.
- Work with external agencies and regulators to ensure compliance and keep the school updated on best practices in safety and environmental management.
GOVERNANCE
- Contract review and management, ensuring full compliance with local regulations, and risk management conducted in cases of uncertainty.
- Evaluate the EYCS’ position with regards to external vendors and develop robust controls to protect the organisation’s interests and reputation.
- Internal audit and compliance review.
- Identify new and emerging corporate risks and ensure they are mitigated appropriately including ensuring adequate insurance policies are in place.
BASIC QUALIFICATION
Education:
- Bachelor's degree or above in Facilities Management, Engineering (Civil, Mechanical,
Electrical), Architecture, Business Administration, or a related discipline.
Language:
- Fluent in Chinese and English both oral and written
Working experience:
- Minimum of 12 years’ working experience in the field of business
- Management experience in facilities AND operations/services, including at least 5 years of people management
- Experience of managing multi-disciplinary teams within the schools and education field
Expertise:
- Strong leadership with demonstrated experience of leading teams to deliver quality customer centred outcomes
- Strategic and commercially astute
- Comprehensive project management experience
- Analytical, positive and constructive approach
- Proven cost management and large-scale budget management
- Change management skills
- Experience working in schools - and especially in international/bilingual schools - while not essential, will be a welcome addition to your candidate profile
